SPF Umbrella Insurance: Minimum Limits for Commercial Contracts

The insurance requirements section of a commercial subcontract for SPF work has gotten progressively more demanding over the past decade. $1M/$2M GL used to be sufficient for most projects. Today, large commercial GCs and institutional owners routinely require SPF subcontractors to carry umbrella limits of $5M or $10M — and sometimes more.
Here's how commercial umbrella coverage works for SPF contractors, and what to watch for when your GC hands you an insurance requirement sheet.
What a Commercial Umbrella Does
A commercial umbrella policy provides excess liability coverage above the limits of your underlying policies — typically GL, employer's liability (within WC), and commercial auto.
When an underlying policy is exhausted — a claim exceeds the $1M GL per-occurrence limit, for example — the umbrella takes over and pays up to its own limit. A $5M umbrella above a $1M GL policy gives you total coverage of $6M per occurrence.
The umbrella also typically provides drop-down coverage: if the underlying policy fails to respond (due to an exclusion or coverage dispute), the umbrella may step in and pay — subject to a self-insured retention.
Follow-Form Coverage
The most important concept for SPF contractors evaluating umbrella policies is follow-form coverage.
A follow-form umbrella adopts the terms and conditions of the underlying GL policy. If your underlying GL is written with SPF-specific endorsements — off-ratio coverage, isocyanate classification, correct class codes — then a follow-form umbrella extends those terms to the umbrella limit.
A non-follow-form umbrella (sometimes called a "stand-alone" umbrella) has its own terms and conditions. It might exclude work your SPF GL specifically covers — like off-ratio events or certain chemical exposures. When a claim triggers the umbrella, the umbrella's terms control — and if those terms exclude SPF work, the umbrella won't respond.

$5M vs. $10M Umbrella Requirements
GC insurance requirements for SPF subcontractors vary by project type and owner requirements:
$1M GL only: Small residential projects, owner-builders, limited commercial.
$2M GL + $3M umbrella ($5M total): Common for mid-market commercial SPF projects — office buildings, warehouses, multifamily.
$1M GL + $4M umbrella or $2M GL + $8M umbrella ($5M–$10M total): Large commercial, industrial, institutional (hospitals, schools, government buildings).
$10M+ total: Federal projects, large industrial facilities, high-value commercial — sometimes require $10M umbrella above $1M or $2M GL.
The certificate of insurance must show the umbrella limit and list the GC as additional insured on both the GL and umbrella.
The CPL Stack
One frequently overlooked issue for SPF contractors: whether the umbrella also stacks over CPL.
If your GC requires $5M total for pollution liability — not just GL — then the umbrella must follow form over CPL as well. Some umbrella markets will write excess over both GL and CPL; others will only excess over GL.
For large commercial SPF projects where isocyanate exposure risk is elevated — occupied buildings, projects near HVAC systems, dense commercial environments — stacking umbrella over CPL provides meaningful additional protection. We identify markets that will write the full stack.
Certificate Compliance for GC Requirements
GC insurance requirement sheets often contain specific language about how the certificate must read. Common requirements:
- GC listed as additional insured on GL and umbrella
- Waiver of subrogation in favor of GC
- Primary and non-contributory language on GL
- Umbrella must be "follow form" to underlying GL
- Certificate holder language may be project-specific

Umbrella Costs for SPF Contractors
Umbrella premium for SPF contractors is driven by:
- Total underlying premium (umbrella carriers follow the underlying premium as a rating factor)
- Umbrella limit required ($5M vs. $10M)
- Application type and completed-operations exposure
- Loss history on underlying policies
For most SPF contractors, $5M umbrella premium ranges from $2,000 to $5,000 annually above the GL and CPL premium. $10M umbrella adds roughly $3,000 to $7,000. The exact premium depends on the full account profile.
For contractors actively bidding commercial work that requires $5M or $10M umbrella, the umbrella is rarely the budget obstacle. The coverage is cost-effective relative to the contract value it enables you to pursue.
